THE FEDERAL GOVERNMENT DOES NOT WANT YOU TO KNOW about certain operations that take place; they believe that it's better to keep things quiet. The public eye is blind to a government program put in place to pull criminals from death row into mercenary work. Originally, this program was to give them a second life and allow them to make use of it, but through corruption, the program started training and monitoring it's recruits. This program is called "Division."
