Am I Plagiarizing A RP?

I was going to make one but when I went out to see what one would look like...someone said I would need their permission to do this! I wouldn't be taking their exact idea! It would be my own label of sorts, signing on only OCs. The other let you RP as any type of character and still be an idol.

I'm not stealing their idea, I'm not plagiarizing their RP if I do this right?

Well, I think it's hard to plagiarize an rp, seeing as how most have the same themes. If you took the name, rules, layout and blah blah blah then yeah, that's plagiarizing but a similar theme and different everything else isn't.
