It's not really comfirmed that he left or not. Pledis said no such thing. Did you see this on Wikipedia? Anyone can edit any wikipedia page so do not believe it. Samuel is actually currently in Korea atm. Apparently his mom and him had an argument about him joining Seventeen. But yeah, Pledis never said about Samuel leaving.
