Jungkook can handle his water magic fluently. He is type of guy who talk less but always there if someone needs him. 

PAST -

When he is a child his mother took her somewhere else and starts hiding him from others. She took care of him alone by herself. Later he came to know that he can mendle water and has some special powers to do so. His mother told him to do not use such power. His power is so powerful as it consumes his energy and making his body weak for a while. His mother then locked his power somehow but she can't locked it completely. 

So now Jungkook can used his powers easily but it's only his 10%. As the time goes his powers gets unlocked and now his body is tough enough to handle it.
