Yongsun was the oldest daughter of 8 children, was forced to help take care of her younger siblings when her mother died of an illness. Yongsun was just 15 years old at the time, so she had to quickly learn the responsibilities of what everyone would consider a house wife. Except she was raising her siblings alongside her father. 
Her father constantly had people coming in and out of the house, for different reasons that he would never say, but yongsun being observant she quickly catched on. He was constantly growing in money, so much that he was able to start a small village of his own, and gain more money, as the mayor selling buildings to the townspeople coming in. Yongsun's father originally created the town to help his smuggling of drugs. 
Once the town got a sherriff, was when everything started getting weary, and her father made sure that Yongsun was never able to talk to anyone  that would say something about his scandals. 
A while after the town gained law enforcement, her father was found out and shot in killed in her house. Yongsun inherited the money he gained from the town businesses, and the title of mayor. 
So now she runs the town with pride trying to help get rid of all the criminals that were there on her fathers behalf.
