**There can only be two mentors per district, tops, once these are filled, another victor cannot replace them, unless won in the hunger games. The only way to do so is if the original mentor steps down for your character to replace them. And remember, if they are a mentor, they will have to train tributes before the games.
If they're a mentor, you have to keep up with the tribute you're mentoring.
