Everyone can have up to three powers at start, though if these are overpowered you will be asked to change them.
If you want to develop more powers, it will cost 100-400 points per power
If you start with no powers it will cost you 50-200 points to mutate a power unless explained through storyline (aka you're put through major stress and a life changing situation)
