The genes of the new man have been changed completely. Even though his looks have not changed in dry weather, wettness makes him change, and when he comes in contact with a big amount of water, his legs will form a fish tail.
It took more tries, until they could create a living example that survived. The clue was that the new species had to go into the water at least twice a week - a simple shower did neither count, nor was it possible as the fish tail made it impossible to stand. The doctors were happy and tried to find women to see if their race could breed. But it was quickly found out through an accident, that this was only possible with further men.
