Step 2. Contact the big boss and let him know where you want to stand- of the position you want to hold
Step 3. Simple, your dear Capo will be demoted to your position...or a wrecked depending on whichever place you want him to stand. Afterall, you are the boss of your class now.

And dear Capos, that underboss of yours. To take his spot just gain 50 more points than him and the spot is yours. Simple? As simple as can be.
Even the wrecked are able to become a member.
How? If they are able to defeat a member in a fight. In this case that member will automatically have to be the wrecked instead. Losing a fight is dishonorable but to lose one to a wrecked,...the only possible outcome is to become one yourself. Afterall, the honour of being a member is for the best and only the best.
