Just a random idea...
Like what if there's rp sorta 'Crows Zero' where we have 4 different school located in 4 different district. And like every year, there will be fight to crown the best fighter and the best school so daily life is just all about fighting (yeh smoking, drug and etc those illegal stuffs are allowed)
But the government decided to create some sort of 'prefect' system in every school where the previous best fighters were being recruited by the government to stop this madness. The prefect system is literally an umbrella organisation which will govern the 4 schools (this is not as grunge as battle royale but tw:character death might take place).
There's also the state government which oversees the development of four district and one of the districts will be closed down to give way to build a new technology city (hence there's also protest group coming from the student and the citizen). Well technically you can be part of the school or the normal citizen (good and bad), the prefect or the state government.
The background of 4 districts is also different: could be A - the wealthiest, B - the mid, C - the commoner and D - the slum. It's been years since the people from district A keep on winning the competition as they rigged and bribed the student involved. Initially, there was no bad kids, just naughty kids who love to try out new things. But due to the corruption done by District A, other districts decided that such injustice shall be put to a full stop. Hence, the fight.
Obviously, the state government consists of people from District A. The prefect system also known to be a 'betrayer system' amongst other district due to the fact that if you come from the slum and became the best fighter, your whole family will be moved to a higher district. But there's no really restriction between the district since everyone is allowed to go in and out from one district to the other. Just the quality of living is different. Most of C and D people also work at District A. So there's no like sc-fi kind of restriction between border.
There could also be some main families in every district and if people want to join in as one, their application will be examined to ensure it aligns with the whole familial identity.
