The Trainer Handbook
Pokemon Trainers are human Masters/Mistresses who are given their license and PokeDex from Professor Kook upon their arrival. With this, they are able to catch, trade, train, battle, breed or keep Pokemon hybrids as pets.
Pokemon trainers are not allowed to steal other trainer's pokemon, nor abuse their pokemon in any way. Those who break the law will be fined and/or arrested and will have their Pokemon taken from them and their license revoked. Criminals, such as Team Meteor, are known to battle pokemon without a license. They are not allowed to become Gym Leaders, compete in competitions, purchase items in stores, heal their pokemon at PokeCenters and challenge Gyms and the Elite Four.
Trainers are allowed to have ual and romantic relationships with their pokemon as long as it is consensual. Trainers are not to pressure or force their pokemon into any unwanted situations.
Trainers can use Activity Points to purchase shop items, teach their pokemon new moves, level them up, and evolve them. Activity Points are given by winning Pokemon battles against other trainers, and defeating gyms. Trainers can become gym leaders by purchasing gym rights with activity points.
