Not everyone is a super powered mutant or a royal guard. Some people, they just got the raw end of the deal. They don't make much money and maybe they are super talented - but are being ignored. Until they can get someone to notice them, they live here, in the slums. The properties here are depressing to say the least. A toilet, a kitchen, living room, dining room, bedroom and everything in between is placed into one area. They often share this cube with family as well, making for tight quarters. It's no wander why most of these people stay out after dark - which is trouble, since there is a curfew in place at 8pm. Everyone who lives here is supposed to be loyal to the crown. Or so they say. Try to survive and get notice. Lie if you have to. Just get your family out of here. The slums is near the Streets, not to distance from the Castle, and somewhat close to the Forbidden Lake.
