Should we instead add subrooms to the nsb headquarters, i.e., instead of having one room, we have separate rooms for labs, division offices, and a break room?

Actually, I think it'd be better to separate the restaurants and general stores + a park would be nice! ( haha, oh man that one accomplice of makishima tho )
