District Four

 

District Four lays on the coast, of what was the gulf of mexico. The district is focused more on fishing and catching fish, more that they do in school. Students are taught the basics, afterwards they are taught about fishing fundimentals, then forced to work on docks, and ships. After catching the fish, they must ship in 90% of what they catch to the captial for distribution to the districts, though the fish never really make it to the other districts.
