Tax Rates Imposed on All Classes. Path to Paradise or Blazing Riots?


Held on the 5th of January, the Royal Assembly came to a conclusion. Tension suffused in the air as politicians of either faction fought tirelessly to fight for the good of the people. With the resplendent halls of the palace filled with majority Noron, the decision arrived at increased taxes on all classes, with a supplemental 5% temporary cut targeting the upper classes’ salary, after hours of the discussion running around in circles. Apprehension from those affiliated with the Soron faction suggested a form of relief for those afflicted by the famine as an alternative, such as the opening of their storages for rations given to the less fortunate.

Aforementioned taxes will be funded towards research of the mysterious crop disease plaguing Joseon, which was one of the main concerns brought up in the assembly.

Moreover, the Queen announced beneficial aid in the form of preserved food packages provided by the government, as well as food shelters for those habitated in the affected regions.

As a result, the tax decree will be implemented soon. Restoring balance and prosperity to the nation is far from an easy feat, and time will only tell if this will sate the mayhem, or fuel it.

Crop infestation? Citizens of Joseon are advised not to make purchases from outlying farmlands!

Word has traveled far and wide that crops from outlying farmlands have been infected with an unknown disease. This virus has been said to spread rapidly among the foliage of the crops, causing major decay and collapse of the plant entirely.

This disease is said to spread faster during the winter season, when winds are strong, carrying the spores of this unknown fungal disease. Farmers are stumped and currently there is no knowledge on the root of this disease or if it will have any effects on the human body when consumed. However, it is said that the majority of the crops that are now affected by it will be disposed of in order to curb the possible transfer of the infection into people.

Authorities are currently looking into this situation. All citizens are advised to stop their purchase of any farmland products from the outlying regions of the country and rely on stored foods or seafood for sustenance.

Should you suspect that your crops have been infected by this unknown disease, please visit your local bureau for advice.

Dearest Esteemed Members of the Ton,

Due to the influx of weddings, there have been many entanglements, new and old, flourishing in the hearts of the estates. Activity was also spurred by these events, as citizens from various backgrounds embark on new journeys with others borne of different circumstances. Delightful as I am to see the smiles graced upon your faces and the increasing likeliness of recovery in our population from war, it saddens me to bear witness to the unfriendliness and sourness unfurling as well.

Lady Mugunghwa may be a figure marked by controversy and deceit, and her words may ruffle the feathers of many flocks of birds. However, she also serves as an archive or to extent, an escape for those who dream of having the privilege to share fancy for someone and to make their dreams come true, whilst they are on the brink of exhaustion from painstaking labor or starvation. She reports on the latest adventures embarked on by public figures who have the luxury to seek anyone they besot. In addition, it ensures everyone in the nation garners the knowledge of the happenings that may surround them.

I may not be in complete liaison with Lady Mugunghwa, despite the suggestion I’ve given her to transition to biweekly tribunes. However, I think we will both agree that the couples mentioned in the latest volume were not written with the intent to overshadow or to degrade the bride and groom. We both extend our congratulations to Lord and Lady Go and hope they have a blissful matrimony.

As a fair warning for all, please refrain from making impolite comments on main regarding what was written in the tribunes or we may have to cease the publications for the time being.

As we celebrate our 10th month together, the cabinet wishes to extend our heartfelt gratitude to each and every one of you for your dedication and creativity that has made the Ilhwaverse flourish. Your passion and commitment to Ilhwa and your characters have truly enriched our community, and for that, we are immensely grateful.

In our continuous effort to nurture an environment of growth, we are implementing some updates to our rules and guidelines based on feedback from the survey you all completed.

ᴀɢᴇ ɢᴀᴘ ʀᴜʟᴇ.
Firstly, we will be revising our age gap policy to foster more diverse character interactions and allow for more romantic development for our cherished older characters. Characters under 35 years old will adhere to the existing 10-year age difference rule, while characters over 35 years old will be permitted a maximum 15-year age gap, provided both parties are over 35. Additionally, we will no longer consider faceclaim age in the equation, so we will only look at in-character ages when determining if this is acceptable. If you have concerns about the age dynamics of your character's relationships, please feel free to consult the cabinet for guidance.

ᴡʜᴀᴛ ᴄᴏᴜɴᴛs ᴀs ᴀ ᴛʜʀᴇᴀᴅ?
Based on the survey, it appears that there is confusion on what we consider to be a thread. For clarification, our definition requires that a thread must have a minimum exchange of 300 words (in total, not per reply) between both parties within the past 3 weeks to remain active. However, letters must maintain a 300-word count per letter to count as an active thread. Moving forward, we will also consider monologues of 400+ words completed within the past 3 weeks to count as an active thread. Furthermore, we want to reinforce our stance against character-hogging and bubble-roleplaying; thus, please note that each character should have 2-3 active threads per thread check. Anything below two threads per character is considered hogging, and if it is with the same partner, it is considered bubble-roleplaying.

ɪᴄ ᴛɪᴍᴇ ᴘᴀᴄɪɴɢ.
In light of feedback we have heard, we have decided that we will slow down the IC time conversions to 3 days OOC = 1 week IC once we hit the year 1870 IC. With this change, please note that a charater's pregnancy duration would equal 120 days (4 months) OOC. Unfortunately, we cannot slow time down further, considering the broader narrative context and the feasibility of large-scale events such as wars to occur in a logical manner.

ʏᴀɴɢʙᴀɴ ʙᴀɴ.
Lastly, we're temporarily halting acceptance of characters from the yangban class until we achieve a better balance with the other social classes (jungin, sangmin, and cheonmin).

The House of Three-legged Crow and House of Black Tortoise invites you to the union of the Duke of Pyongyang , Lord Cha Kiwoon and Marchioness of Pyeongchang, Lady Chae Seonhye.

The wedding will be held at the Chae eatates, Hanseong. The celebration will be held in two parts as follows:

⊹ non-playable event: the main ceremony will be canon-ed, with only members of their immediate families and invited guest will be able to attend, this will take place in the afternoon.

⊹ playable event: after their official wedding ceremony, the garden grounds of the chae estates—which will be decorated for the wedding event—and will be open to the public. this will take place in a form of a gala ( like the queen’s annual dance, however there will be no dance card). the couple would like to encourage everyone to join as they both hail from prominent families—with kiwoon holding a high standing political role in court and seonhye being the owner of juk! juk! juk!—and would most likely to know many people given their circle of friends. The couple also encourages replies and interactions in forms of one-liners for easy mingling purposes, however, you’re free to post as much as you like.

The event will be held away from the main annexes of the Jin estate, and guests will be able to mingle around. It will take place at sunset after the main ceremony (where only close family and friends are invited).  However, the after-party is welcomed by the entire ton.

I would like to commemorate the eight months we have spent together. Every day, the Ton grows in population expeditiously and my heart swells to see the palace fill up. That being said, what comes with growth are new changes to be implemented.

While overseeing the activity within Hanseong and outside of the capital, there have been those who continued to accrue warnings on their record. After much discussion with the cabinet, we have decided on a three warning system before the citizen is forced to leave Hanseong. This is so our court is not inundated with those who cannot comply with their duties. Upon the uptick of new citizens, we felt there were not enough guidelines written in the law. From now on, they would have to have stayed in Joseon for at least three months before we can approve their entrance in the premises. And before sending missives to your friends and family to bring them along, your companions will also be expected to uphold these new rules in place. If they do not have written records in place, have a justification in parchment as to prove their innocence and viability to enter Hanseong.

As we celebrate the victory of the war, we have received news from the frontline that our troops have pushed the Qing army back to their borders and they have surrendered. Our valiant soldiers will now be making their way back to the capital.

In accordance to the royal decree handed down to the royal investigation bureau from the council of her Majesty, the punishment for Lord Byun Eunchae, the previous Left Minister and his family is as follows.

Lord Byun, who committed a treasonous act towards her Majesty and the beloved nation of Joseon, disseminated valuable information and military strategies to the neighbouring country of Qing. Apart from that, had colluded with the royal physicians of Qing to assist in the plague that caused many innocent lives and devastated many families, including planned attacks towards our very own members of the court, Duke of Incheon, Lord Kim Yejoon and Duke of Pyeongchang, Chae Seongyeom.

The sentence will therefore be carried out as followed, Lord Byun Eunchae will be stripped of his title as duke, all assets under him will be confiscated, he will be exiled to the island of Tanma, where he will be under constant monitoring while waiting for this future execution.

For Byun Sangwook, son of Byun Eunchae, the council has recognized his merits while working in the ministry of works and his aid towards the revelation of the heinous crimes carried out by his father despite the dangers involved, and have shown unwavering loyalty towards Her majesty, the court and Joseon. Unfortunately, due to the utmost gravity of his father crimes, he will be stripped of all his title as marquess and position in the office.

For Byun Haeryeong, daughter of Byun Eunchae, the council has recognized her contribution, despite understanding the dangers involved, whilst expecting, stood up against her father, displaying unwavering loyalty towards the nation. Unfortunately, due to the utmost gravity of her father’s crime, she, just like her brother will be stripped of her current title as marchioness.

For Lady Byun, Ong Seulki, First Lady of the Byun Clan, the council has recognised that she took no participation in her husband’s crimes. Unfortunately, due to the utmost gravity of her husband’s crime, she will be stripped of her title as duchess and all assets under her.

The dateline for participation of royal assembly for all males/females not participating in any of the above will remain the same on December 27 22:00 GMT-8/December 28 14:00 GMT+8 as the royal assembly will cease after that dateline, all playable dukes will also be deactivated. As participation of the assembly was mandatory, all participants will need to have at least three replies in total the royal assembly, either one (1) for each assembly, three (3) for one assembly, so on and forth, as long as the total makes up for three.

For those who have joined our ilhwa community after december 10th, you have been exempted from this activity check, however, if you’d still like to participate and join in the fun, please feel free to do so.

As our mandatory event is coming to an end, we would like to thank everyone for their participation. It brings us great joy to see that everyone has been enjoying thus far. The cabinet of Ilhwa has never imagined that we would end this year with everyone and it couldn’t be done if not for everyone single one of you.

War has begun!

We’ve received unfortunate news from the Hamgyeong border camp that our troops have been ambushed en route to the camp!

During the wee hours of December 18th’s morning, the second batch of troops that were dispatched from the capital of Hanseong were victims of an ambush attack. It was reported that as the battalion had been making their way through a secret route towards the border of Hamgyeong, they were approached by a group of soldiers wearing the same amour as them. However, as they got closer, it was reported that this particular batch of soldiers started wielding their swords towards the troops before the blood bath ensued.

It is said that even though our soldiers had pulled through, the number of casualties are high and growing, however, no exact numbers were given. Survivors of the ambush attack split up into several groups, with some staying near the location of the ambush as a precaution while others were stationed closer to the main battle at the frontlines.

As per the royal decree announced last night, all able-bodied men are to lend their assistance in this fight. Furthermore, all citizens are encouraged to stay indoors unless necessary aside from the women who have graciously volunteered to assist at the border camps.

Joseon is in dire times, may the Heavens above protect us.

Prestigious Minister Found at Gisaeng House with Qing Emissary

The various reports received from informants, may lead us to believe the Qing Empire is intent in crumbling the foundation of Joseon from top to bottom. According to statements from the Royal Investigation Bureau, a minister was seen in discussing with a representative from the Qing Empire, based on the manner of dress and overly cautious and sly mien. The encounters were at Sook, whilst discussion at the Royal Assembly about the mobilization of soldiers took place.

There is suspicion expressed within the department that the Noron faction are colluding with the Qing Empire, for an agenda unknown to them and civilians. But to them, there was no other logical conjecture, based on the ideals the Noron faction stands for.

Hanseong will forever prevail, even in such dire conditions. There are many times kingdoms have been fallen, but also rebuilt. However, the generals need to be careful in their maneuvers, as the army of the Qing Empire moved closer to the capital and its citizens living on the outskirts are in imminent danger.

Due to the trespassing of the Qings into the borders of Hamygyeong and the outskirts of Hanseong, several of our civilians and soldiers have been injured as a result of their guerrilla warfare and organized army.

Therefore, I hereby issue an order for all ladies to help with the following setup of two makeshift shelters that will provide us with critical help during this war.

1. Hamgyeong Border Camp (frontline assistance):
— Recruiting all ladies with professional medical knowledge, basic medical knowledge, and gisaengs to help injured soldiers.
2. Hanseong Border Camp (inland assistance):
— Recruiting ladies to assist displaced citizens during the war, collect medicine and herbs, and provide food and basic amenities.

As the men on the front lines valiantly fight to serve the nation of Joseon, we will serve the duty to nourish them into good health and provide a boost of morale.
This should be done as soon as possible, to ensure proper preparations for our mobilized army.

All women in the RP are to participate in this event. It is up to your discretion where your characters would like to be. However, we urge all characters with medical knowledge and medical backgrounds to assist at the frontline. However, it is entirely up to you.

For the ladies who will volunteer at the frontline camp as medics, just like the males, it is mandatory for them to roll the dice by December 19. There are chances of injuries because of your proximity to the battle and the dice rolls will determine whether you will have injuries or not.

Please remember that participation IS MANDATORY, and all characters will have to post something for the activity check.

It is with a heavy heart and a sense of urgent responsibility that I address you in these tumultuous times. Our nation, still reeling from the aftermath of the recent plague, faces a new and grave threat. I regret to inform you that soldiers from Qing have landed on our shores, and entire armies are invading our borders, beginning with Hamgyeong—the very region where the plague originated.

This invasion is an attack upon our kingdom, and the Ministry of Defense—along with all battalions under its control—has been swiftly mobilized. Our brave soldiers are heading to the battlefront at this very moment to defend our land, our people, and the sovereignty of Joseon.

In this time of peril, I fervently ask all citizens to stay vigilant and united. The Royal Palace and The Ministry of Defense are doing everything in our power to protect our kingdom, but your cooperation is essential. In case of dire need, all able-bodied men should be prepared for the possibility of conscription into the defense forces. We are facing an unprecedented challenge, and it is the duty of every citizen to contribute to the safety and security of our nation.

If necessary, I urge you all to travel in groups and keep self-defense weapons within reach. Stay vigilant and report any suspicious behavior to your local police departments immediately. Our strength lies in our unity, and together, we shall overcome this adversity.

Mysterious Vessel Sighted at Hamgyeong Harbour Once Again?

Hanseong prevails! Or so it seemed before disaster sets to strike the premises once again. Unfortunately, even with the plague quelled due to the civilians’ hard work, it has been swiftly replaced by hints at an oncoming catastrophe. According to patrolling officers stationed near the Hamgyeong – Qing border and its harbour, unknown passengers were unloading unlabelled crates from the aforementioned vessel.

Nothing conspicuous about them was spotted, though they were presumed to be mercenaries who share allegiances to the Qing Empire due to the location.

More reports from soldiers from the outskirts outside of Hamgyeong have spotted veiled peoples standing sentry near wheelbarrows containing cargo, with a glint of metal concealed. They hinted at them coupling up for surprise attacks on commoners, aiming to attack the most vulnerable of the Joseon populace.

Though we cannot speak for Her Majesty, civilians should be wary of any incoming packages labelled from the area and interactions from people deemed to be suspicious.


*Royal Assembly Convention Held After Months of Inactivity.*

Two days ago, the Royal Assembly Convention concluded after days of heated discussion from both the Noron and Soron factions. Brawls were on the verge of breaking out, and without Her Majesty overseeing the council, it was projected they would have taken weeks to arrive at a consensus.

Although there were calls for further investigations from members of the Royal Investigation Bureau, the ruling decided by the Royal Assembly council states: “the execution of Lord Man Bok will be put on hold to acquiesce for the Royal Investigation Bureau’s need for thorough examination. The rest of the Man Clan will be held under our custody and be required to give testimonies. If, during the investigation, any connections found linking his family to the case, three generations of the Man clan will be punished to public annihilation.”

Despite the imminent danger and conflict tied to war, I want to thank you all for your correspondence to the faction allegiance. It is cathartic to receive notice on which sides you all fall on, even in ideals where we inevitably clash.

That being said, due to the upcoming scheduled royal assembly convention, borders will be closed for the time being to prevent civilians and especially officials from departing for bouts of leisure. If you have family outside of Hanseong, kindly draft a letter detailing there will be delays in familial visits. In the very least, they will be safe in the comfort of their own home, partially due to your contribution in these grueling events.
